Concrete Batch Plant Program

Harris County Pollution Control Services (PCS) began the Concrete Batch Plant Program in February 2020.  It was designed to take a more proactive look at the numerous concrete batch plants in the County to determine their impacts on the environment and resulting health effects. A concrete plant or batch plant is a facility that combines various ingredients to form concrete. Some of these inputs include water, air, admixtures, sand, aggregate (rocks, gravel, etc.), fly ash, silica fume, slag, and cement. Over 130 concrete batch plants are located within unincorporated Harris County and the City of Houston.

Community Engagement

Harris County Pollution Control Services (PCS) is developing a plan that sets priorities for environmental quality decisions to ensure Harris County is a thriving, sustainable community for all other counties to follow for future generations. Community Engagement will be the cornerstone of our plan. We look forward to having positive conversations with Harris County residents about how we can all work together to create a better future.

PCS Public Information Request Form

The Texas Public Information Act (Texas Government Code, Chapter 552), gives you the right to access government records; the officer for public information may not ask you why you want them. All government information is presumed to be available to the public, although certain exceptions may apply. Governmental bodies shall release the requested information as promptly as possible unless the information is exempt from disclosure under the Public Information Act.

Community Air Monitoring Program

The Harris County Community Air Monitoring Program (CAMP) is designed to:

  • Measure pollution levels that affect public and environmental health across Harris County.
  • Identify emission sources that adversely impact local communities.
  • Inform the public and elected officials on priorities related to clean air and environmental sustainability.
  • Highlight patterns and trends that may support environmental regulatory activities.
