Our Plans

Harris County Climate Action Plan

This is Harris County’s first Climate Action Plan (CAP) for internal operations, which provides a strategic but flexible path forward for the County to prioritize improving the operational efficiency and energy resilience of its buildings and fleet.

Harris County Climate Justice Plan

This Plan is the first county-wide Climate Justice Plan adopted in the United States, where the County and community partners authentically collaborated to co-create a climate plan that centers equity and sparks innovative thinking and transformative actions.

What’s the difference between the Climate Action Plan and the Climate Justice Plan

The Harris County Climate Action Plan is specific to internal operations to reduce emissions through energy efficiency, clean fleet, and waste reduction initiatives within County-owned assets.

The Climate Justice Plan goes beyond County operations with a county-wide approach to climate resilience by coordinating across governments, communities, and organizations.
